Rick Wilson was elected Mayor in May 2015. As a local businessman, he owns and operates Classic Industries.

Cory McGee was appointed to the City Council in December 2015 and was first elected to the City Council in May 2016.

Cory was was raised in Dallas and Mesquite, graduated from North Mesquite HS in 1996, and is a Realtor. He also owns Lonestar State Fence Company, LLC. Cory has served as the Director of Baseball for the Forney Youth Baseball Association since 2011. Cory served on the City of Forney Parks board in 2015.

Cory is looking forward to working with the Mayor and his fellow Council members while fulfilling a strong desire to serve his fellow citizens.

Cory and his family have lived in Forney since 2006. He and his wife Alisha have 2 children.



Ray Stephens

Ray Stephens was appointed on July 10, 2012, to fill the vacant Place 2 position and was elected to the Council in 2013. Prior to his appointment, Ray served on the Animal Adoption / Shelter Advisory Committee and the Economic Development Corporation and is a graduate of the Forney Leadership and Kaufman County Leadership Courses. Ray has a long-range vision of involving residents in city and community events by encouraging volunteerism, voting, and participation on boards. Ray is a retired United States Marine and currently works in the fire protection industry and serves as an Professor of Emergency and Disaster Management and Homeland Security with Central Texas College and Trinity Valley Community College. Ray is married to his wife Jodie, and has 3 children Gunnar, Gage, and Lauren. 

Robbie Powers

Robbie Powers was first elected to the City Council in 2006.

Robbie's goals are to continue to provide a community that is safe, with a family oriented infrastructure, and a city that is economically beneficial to our citizens and itself through attracting new business, as well as supporting our local businesses. Robbie would like to thank the citizens of Forney for allowing her to serve as an ambassador of this wonderful city.

She is a healthcare professional and works in the DFW area. 

Scott Regan

Scott Regan was first elected to the City Council in May 2013.

Scott Regan was raised in Terrell, Texas, graduated from Texas Tech University in 1997, worked with the ARAMARK Corporation for 17 years until most recently joining the team at the North Texas District Council of the Assemblies of God in Maypearl, Texas.

Prior to election to the City Council, Scott served on the Forney Economic Development Corporation. Scott is looking forward to working with the Mayor and his fellow Council members while fulfilling a strong desire to serve his fellow citizens.

Scott and his family moved to Forney in 2004. He and his wife Jennifer have 5 children.

Mary Penn

Term Expires: 2018

Mary Penn was first elected to the City Council in 2010.

Mary stated she enjoys serving the people of Forney, and that she feels some wonderful things have been accomplished in and for Forney in recent years. Mary stated that "Forney is in the midst of a great opportunity, and we just need to make sure we make the right decisions."

Mary Penn is a long-time Forney resident. 

David Johnson

David is a retired municipal government employee. During his 36 ½ year career he served in various administrative/supervisory positions with three Texas cities (Longview, Lancaster and Richardson). He retired in 2013. David has lived in Forney since 2003. He has served on various city boards and commissions. He was a member of the Planning and Zoning Commission from 2006 to 2015, TIF Board from 2010 to 2015, and the 2006 Bond Committee. His goals for Forney include enhanced infrastructure maintenance, improved intergovernmental relations with other governmental/educational entities in Forney and Kaufman County, and diversified economic development. 

Other rules of meeting procedure are established by the City Council and are not subject to Roberts Rules of Order, although the council follows similar procedure. The City Council may act by ordinance, resolution or motion.

Members


The City Council is the legislative body for the City of Forney. Seven council members, including a mayor, are elected at-large by the registered voters of the City of Forney. Current members include:
City Council members are elected for staggered 2-year terms.

While the City Council is elected by place number, the number is for candidacy purposes only and each member represents the entire population of Forney.

About the Council


Among other authorities granted by state law and the Home Rule Charter adopted by the citizens of Forney, the City Council:
  • Adopts the annual budget
  • Annexes property into the city limits
  • Appoints the City Manager, City Secretary, City Attorney, and Municipal Court Judges
  • Approves certain city expenditures
  • Awards contracts and bids
  • Establishes development standards
  • Makes appointments to boards and committees
  • Regulates zoning
  • Sets the annual property tax rate for the City of Forney
